MAYOR PHILLIP CLARKE ★
Your mayor and best friend! Mayor Clarke (Phil to his friends) is an amiable sort of fellow, but there are times when his gregariousness comes across as a little too smarmy for comfort, making him seem more like a used car salesman than a servant of the people. That's just politics for you. However, every so often he lets the mask down and reveals a colder and more calculating side to his personality that leaves others wondering if they ever knew Phillip Clarke to begin with. |

ROBBIES ☆
Your beloved neighbors, always ready to lend a helping hand, a cup of flour or shoulder to cry on should you need it — even if they don't know how to cry themselves. The Robbies' ability to feel any emotion other than mindless optimism and faint but short-lived disapproval is nonexistent, as is their capacity for empathy and even pain. Although they don't make up all of Santa Rosita's population, they still take up a significant portion of it, existing in a mild mannered but perpetual sort of limbo that leaves them smiling until the bitter end.

CHIEF OF POLICE DALE HARDING ★
Santa Rosita's well-respected and allegedly well-liked Chief of Police. Harding's job has him do everything from patrolling the town for crime, mediating the odd dispute between citizens every now and then, and making sure Santa Rosita remains free of the corruption and inequity those other towns have. All this and occasionally giving presentations at Santa Rosita Elementary for career day. This might explain why he seems so stressed and tense all the time, although the same can't be said for his caustic personality and his penchant for heavy drinking (and not always behind closed doors either).

THE SANTA ROSITA POLICE DEPARTMENT ☆☠️
Santa Rosita's boys in blue are an all-male police force made up exclusively of Robbies, equipped with strange weapons that have the power to Tranquilize targets. Their inability to feel pain and their complete and utter dedication to their job make them the ideal lawmen: efficient, uncompromising and relentless, capable of dishing out as much damage as they can soak up. They're as likely to guide you by hand across the street as they are to ruthlessly quell any mischief or rowdiness through force, either by swarming and overwhelming would-be delinquents with the sheer force of their numbers or by attacking until the last breath — yours or theirs.

ROSEMARY CRAVEN ★
The head of the Happy Homes Association. Mrs. Craven is the epitome of style, grace, and feminine charm, but the ease with which she fits into Santa Rosita's community belies an interest in other cultures and societies, particularly those outside of her own scope of understanding. She may plan fundraisers and bingo nights, but talking with Rosemary might leave one wondering how a woman like her ended up in a place like this... and whether she's all that meets the eye. |

THE HAPPY HOMES ASSOCIATION ☆
An organization largely made up of Santa Rosita’s women, the HHA is a neighborhood association dedicated to maintaining Santa Rosita's clean and wholesome image by making sure everyone does his or her part to keep it that way. The HHA remains largely unseen, but their presence is felt all throughout town from the many female townspeople who claim to be members, to the nice fruit basket they leave your character in their house when they first arrive, to the passive aggressive notices they send you should they catch you not conforming to community standards. They also hold bingo nights every Wednesday at the high school.

FERTHURS ☆☠️
To come across a Ferthur is to know death: they are supernaturally strong, fast and resilient, capable of chasing their prey on two legs just as efficiently as four. Drawn to the earth, they make their homes in the forests around Santa Rosita and can occasionally be found near bodies of water looking for sustenance — proof that despite their undead appearance they have the same needs as any creature. Yet their unwillingness to enter buildings unless invited inside, fear of fire and bright light, and weakness to iron and steel may speak of different forces at play here.

DOPPLEGANGERS ☆☠️
Childish laughter chills you to the bone and alerts you to the presence of these strange mannequin-like creatures who prowl the scotopic corridors of the abandoned fallout shelter beneath Santa Rosita Elementary. With porcelain for skin and plastic for bones, the Doppelgangers are a tenacious bunch who are far more intelligent than they appear, capable of using their brittle bodies to their advantage by literally falling to pieces to play dead. Each one is a perfect copy of a character living in Santa Rosita. They can imitate the voices of loved ones and friends to pitch perfection to better lure their prey into traps — proof that nobody knows how to hurt you as well as you do. |
